Bude to poprvé, kdy se tato konference bude konat mimo západní Evropu. Změna místa jejího pořádání respektuje skutečnost, že Asie se stala vedoucí hnací silou světového světelnětechnického trhu. Kromě toho spotřeba energie na osvětlování (a následné škodlivé emise) nejrychleji roste ve východní Asii, takže se konference bude konat tam, kde může mít energeticky účinné osvětlení největší dopad.
